Coventry Volunteer Fire Association, Incorporated Board of Fire Officers Meeting June 19th, 2011 Call to order: 19:05 by Car 8 Members Present: JM Carilli Car 8, K Boutin C108, S Pacholski Car 408, D Hoffman Car 1008, D Cote PD108, A Nardi PD208/Chief Engineer Junior Member Representative: None Guests Present: A Caron, G Firth, J Hill, E Proulx, B Wong Motion (Hoffman/Boutin) to accept the minutes of the May meeting – Motion Carried C8 – With the end of the fiscal year approaching, C8 has been requested by the BOD to present a possible wish list for any extra money in certain Fire Budget line items. Discussion held on the items to be included. Motion (Pacholski/Boutin) to recommend to the BOD to purchase the following items as money is available in the Fire Budget 12 Scott AV3000 masks for ET208/ET308 at $228 each from Shipmans ($2736.00) 18 pairs Shelby Fire gloves at $48 each from Shipmans ($864.00) 20 Nomex hoods at $23.50 each from Shipmans ($470.00) TOTAL $4070.00 – Motion Carried Motion (Boutin/Pacholski) to recommend to the BOD to purchase 3 sets of bunker gear (coat, pants and rubber boots) from either Firematic or Shipmans based on the lowest quote for our specifications at a price not to exceed $2000.00/set – Motion Carried Motion (Nardi/Pacholski) to recommend to the BOD to purchase 2 Dewalt cordless reciprocating saws for ET208/ET308 with 2 batteries each and chargers to be installed in the ET’s at a cost not to exceed $800.00 total – Motion Carried Any Officer that wishes to receive alpha pages from TN on their personal cell phone should notify C8 by the end of the week (text messaging rates apply). Members are requested to put their department number on their alpha pagers so it is easier to find the owner if a pager is left at the station. Motion (Boutin/Hoffman) to recommend to the BOD to purchase 10 alpha pagers with alerting base from J&S Radio at a cost of $175 each – Motion Carried C308/C408 to get all current Officer pagers updated with Officer and Dive Team capcodes. With the new nightly Duty Officer schedule, no one is covering weekend days. Each officer will take one weekend (Saturday 06:00-18:00 and Sunday 06:00-18:00) approximately every three months, starting with C8 on 6/25. C8 to post schedule. Nightly Duty shifts will be evaluated at the next BOFO meeting, and Officers who are not responding will be asked to either make calls during their night, or step down. C8 has noticed some recent abuse of the Call Log. The definition of “available” has not changed in several years, and has been posted in the watch room. Members responding to a call must remain at the station until the call is under control, or until released by another Officer. Officers need to check the call log for abuse during their shift. The following Jr Firefighters have been accepted to Summer Fireschools: A Caron – New Hampshire Fireschool and CFA V Firth – West Virginia Fireschool and Advanced Jr Fireschool at CFA K Brierley – Advanced Fireschool at CFA B O’Sullivan – CFA B Tomkunas – CFA C8 asked the Vice President to have the Parliamentarian provide a ruling on allowing a member to hold an elected and an appointed position at the same time. The VP conferred via phone, and stated it is allowed by the bylaws. C8 reviewed the Officer Responsibility Sheets and answered any questions. C8 asked if any member of the audience had anything to bring up. No one stepped forward. C108 – Presented the following individuals who should be coming off probation in the next month: A Boutin – completed requirements and letter requesting to be made a regular Junior member J Davis – completed requirements, needs to send letter J Bolduc – completed requirements after 2 month extension, needs to send letter A Waterhouse – completed requirements, sent letter J Pizunski – no activity in 2011, will be automatically terminated per the bylaws Motion (Boutin/Hoffman) to recommend to the floor to make A Boutin a full Jr member, having completed his probationary requirements – Motion Carried Motion (Boutin/Hoffman) to recommend to the floor to make J Davis a full member, pending receipt of a letter requesting such change by the July Membership Meeting, having completed his probationary requirements – Motion Carried Motion (Boutin/Hoffman) to recommend to the floor to make J Bolduc a full Jr member, pending receipt of a letter requesting such change by the July Membership Meeting, having completed his probationary requirements – Motion Carried Motion (Boutin/Hoffman) to recommend to the floor to make A Waterhouse a full member, having completed her probationary requirements – Motion Carried C408 – Noting C1008 – Jr. Drills will be held the 2nd and 4th Thursday of the month, beginning in July. Drills will not be held if they fall on a holiday. PD108 – Will follow up with D Chasse on his intention to continue to participate with Fire Police prior to C8 sending the new list to the State on July 1. C8 asked C308/C408 to get the new gang chargers installed in the ET’s as radios are available to use in them. PD108 will work with A Nardi and RW Breault to move mobile radios around as necessary. PD208 – Nothing Chief Engineer – GPS units for the ambulances are in. Discussion was held on how and where to mount them. They should be hardwired and turn off automatically with the vehicle. A discussion was held on the old damage to the rear quarter panel of S308. An estimate of $1700 was received. The VP and President will follow up with the BOD. C108 requested a set of “AutoCrib” cribbing appliances for use at accident scenes. After discussion, it was decided that a new quote needed to be received, along with information on any additional models that can be used on larger vehicles. Motion (Hoffman/Boutin) to enter Executive Session at 19:54 – Motion Carried Purpose: Personnel issues J Hill was requested to enter at 20:23. Motion (Cote/Hoffman) to exit Executive Session at 20:28 – Motion Carried Outcome: Motion below. Motion (Pacholski/Hoffman) that J Hill spend the next two months driver training with the Chief Engineer and Officers in both Emergency and Non-Emergency runs with the ambulances, and that he attend an EVOC course. Upon successful completion, the BOFO will review his previous suspension of apparatus driving privileges and blue light permit, and may return them with the understanding that any additional infraction, if determined to be true, will result in the BOFO recommending termination of his membership from the Association – Motion Carried Officers need to keep track of the topic of all Mandatory Drills in the Call Log. Fire Police meeting at 18:00 on Monday, 6/20. 75th Anniversary t-shirts/meal tickets/ride coupons will be handed out after the July Membership Meeting.
